Regrettably this is an inappropriate phrasing: what was meant is that Nero 9 is compatible with Windows Vista®, no matter if a service pack (SP) is installed or not. Nero 9 should install without problem on computers running with a certified Windows Vista® operation system. This applies for 32bit and 64bit versions of Windows® Vista and you should not face any problems installing Nero 9 on your certified Windows Vista® OS.
The text on the box says the following:
Windows Vista®(no SP or SP1)
This means that Nero 9 will work with Windows Vista® without a Service Pack as well as with Windows Vista® with Service Pack 1.
Detailed system requirements can be found on our website.

Unlike Windows XP, Windows Vista recognizes every input option of your sound card as a separate device. Therefore, you first have to select the desired sound card input in the "Device Settings". To do so, please proceed as follows:
Open Nero WaveEditor/Nero SoundTrax and then select the "Options" → "Device Settings" entries in the menu bar.
→ The "Device Settings" window will open.
You can now select the desired input device.
After that, the Master Volume entry in the Recording Console represents the input device selected in the Device Settings window.
